UNIONDALE, NY / ACCESS Newswire / June 9, 2025 / Marquis Who's Who honors Kathleen A. Hart, PhD, for her expertise in higher education and community outreach. Dr. Hart is the chair of the Stockton Center Site Authority Board, which oversees the California State University, Stanislaus-Stockton Campus.

About Dr. Hart
Dr. Hart started her professional career in education as a junior high school teacher. She later worked at Bowling Green State University, starting as an administrative assistant and working her way to director of General Studies Writing Program within just 15 years. She left the position to pursue a PhD in higher education administration.
Dr. Hart's academic journey began with a bachelor's degree in English and education from Purdue University and a master's degree in English from Bowling Green State University. She concluded her studies with a Doctor of Philosophy in higher education with a specialization in academic administration from the University of Michigan.
After receiving her PhD, Dr. Hart moved to California, where she became the assistant division chairperson for communication skills at San Joaquin Delta College. She served in various roles at the school for 20 years and eventually became the president of the college. Although Dr. Hart had held leadership positions throughout her long career, she hadn't considered taking on the role of president because of its level of responsibility and its social demands. However, once in the role, she thoroughly loved it and especially enjoyed the community work it required.
Recognition for Her Work
While serving as president of San Joaquin Delta College, Dr. Hart received various honors for her community contributions. These recognitions included an Athena Award from the Greater Stockton National Chamber of Commerce, the Susan B. Anthony Award for public service, a Lifetime Achievement Award from the United Way and the key to the City of Stockton.
"I did some work with the mayor. He was trying to develop a scholarship program, and I helped him with that," Dr. Hart explains.
Dr. Hart's area of expertise is community outreach and collaboration, which allows her to form valuable partnerships across different sectors. She also specializes in adult education, assisting students in exploring various career pathways. Dr. Hart is dedicated to the arts and was the president of the board of the Stockton Symphony Association for two years and president of the board of the Haggin Museum for two years. Since her retirement in 2019, she has devoted her time to supporting various community organizations, including the Stockton Symphony, the Haggin Museum, the League of Women Voters, the Stockton Arts Commission, the Stockton Athletics Hall of Fame and the American Heart Association. Dr. Hart also currently serves as the chair of the Site Authority for California State University, Stockton Campus.
Reaching Out to the Community
Dr. Hart attributes her success to being sociable and attentive. She notes that many people don't fully comprehend what is being said to them because they're already preparing to respond and anticipating what the other person will say. Dr. Hart makes it a point to truly listen to what a person is sharing with her. She takes time to formulate a thoughtful response, especially when a person is seeking advice.
"I think most people would say that one of my strengths is that I listen and that I am sociable. I am also very practical. I try to develop things that are reasonable, sensible and doable," Dr. Hart says.
Dr. Hart considers herself a lifelong learner but plans to reduce her workload over the next 10 years. Currently 79, she plans to remain active in her community, albeit at a slower pace.
