Dominion Energy (NYSE: D) today announced the promotion of Edward H. “Ed” Baine to executive vice president-Utility Operations and president-Dominion Energy Virginia. Baine has been leading Utility Operations – consisting of Dominion Energy Virginia and Dominion Energy South Carolina, together serving more than 4 million customer accounts – since Jan. 1, 2025, as president, and has led Dominion Energy Virginia as president since 2020. The promotion will take effect on July 1, 2025, and Baine will continue reporting to Robert M. Blue, chair, president and chief executive officer.
The company also announced the retirement of Michele L. Cardiff, senior vice president, controller and chief accounting officer, effective Oct. 1, 2025. Cardiff is responsible for Dominion Energy’s accounting and tax functions. She came to the company in 1996 as a senior accountant, and has been in her current position since 2020, assuming responsibility for the tax function in 2022.
On Oct. 1, 2025, Gary G. Ratliff, vice president-Accounting, will succeed Cardiff as vice president, controller and chief accounting officer. Ratliff is a 17-year veteran of Dominion Energy’s accounting team. He will report to Steven D. Ridge, executive vice president and chief financial officer.

Baine began his career with Dominion Energy as an intern while a student at Virginia Tech and joined the company full-time in 1995 as an associate engineer after earning a bachelor's degree in electrical engineering. During his Dominion Energy tenure, he has held numerous engineering, operational, and management positions. Baine was promoted to vice president-Shared Services in 2009, and rotated to vice president-Power Generation Merchant Operations in 2012 and to vice president–Power Generation System Operations in 2013. He was promoted to senior vice president–Transmission & Customer Service in 2015. In 2016, he was named senior vice president-Distribution, Power Delivery Group and in 2019 rotated to a new role as senior vice president-Power Delivery for Dominion Energy Virginia. Baine was promoted to president-Dominion Energy Virginia in 2020, and added responsibility for Dominion Energy South Carolina in early 2025.
Cardiff, a certified public accountant who earned a bachelor’s degree in accounting from Virginia Tech, came to the company as a senior accountant in 1996 after consulting, audit, and accounting roles at Deloitte & Touche, Reynolds Metals, and IBM. After several years in accounting – including 12 as a leader, including as controller for a business unit – she was promoted to vice president and general auditor in 2012. In 2014, she became vice president–Accounting and later that year was named vice president, controller and chief accounting officer. Cardiff assumed her current position in 2020.
Ratliff, a certified public accountant who received a bachelor’s degree in commerce with a concentration in accounting from the University of Virginia’s McIntire School of Commerce, joined Dominion Energy in 2008 as a lead accountant after seven years at Deloitte & Touche and Hilb, Rogal & Hobbs Company. He has managed accounting for Dominion Energy’s unregulated natural gas and electric businesses, corporate accounting, and fixed asset accounting. Ratliff was promoted to controller in early 2024 and to vice president-Accounting on April 1, 2025.
