The 2024 World Accreditation Day Event and China Certification and Accreditation Conference Held Successfully in Xiong’an New Area, Hebei

June 9, 2024, marks the 17th World Accreditation Day. On June 6, the State Administration for Market Regulation and the Certification and Accreditation Administration of the People's Republic of China hosted the 2024 World Accreditation Day event and China Certification and Accreditation Conference in Xiong'an New Area, Hebei. The Conference’s theme was "Conformity Assessment: Innovation, Cooperation, Future." Mr. Pu Chun, Member of the Party Leadership Group and Vice Minister of the State Administration for Market Regulation (SAMR) and Chief Administrator of the National Certification and Accreditation Administration, Mr. Zhao Dachun, Member of the Party Leadership Group and Deputy Governor of Hebei Province, and Mr. Emanuele Riva, Chair of the International Accreditation Forum (IAF), attended the Conference and delivered opening addresses. Mr. Chen Xuedong, Academician of the Chinese Academy of Engineering, representatives and experts from the International Electrotechnical Commission, the International Organization for Standardization, the United Nations Industrial Development Organization, and the TIC Council, delivered keynote speeches.

It was the first China Certification and Accreditation Conference. The Conference was designed as an international exchange and cooperation platform of conformity assessment with Chinese characteristics, highlighting openness, internationality, professionalism and authority, to support the development of New Productive Forces and the Chinese path to modernization. It provided a mechanism of exchanges and cooperation for domestic and foreign governmental departments, conformity assessment bodies, industry, academia and research institutes, social users and relevant organizations, where a wide range of activities such as policy research, strategic planning, technical exchanges, consultation and dialogue, and signing of cooperation agreements in the field of conformity assessment were carried out to enhance the service level, social influence and international contribution of China’s conformity assessment.

The State Administration for Market Regulation (SAMR) released the Quality Certification Activation Index (CAI) and China Soft Connectivity Index (CSCI), statistics of conformity assessment as well as Selected Cases of “Featured and Excellent” International Cooperation Projects in Conformity Assessment Field, Excellent Practices of Certification Supporting High Quality Development of Industries, Excellent Practices of Testing and Inspection Promoting Innovation in Economic and Social Development. SAMR also initiated a collaboration project with the United Nations Industrial Development Organization (UNIDO). The CAI and CSCI were respectively researched and developed by the Certification and Accreditation Technology Research Center China Certification & Accreditation Institute and SAMR’s Development Research Center at the request of SAMR. CAI is positively correlated with the quality and efficiency of economic development, reflecting the quality and efficiency status of the economy and society through the vibrant level of quality certification. CSCI is positively correlated with the potential for high-quality development, serving as an indicator of the potential for high-quality development in different cities. The combined use of these indexes effectively links the quality and efficiency of provincial economic development with the potential for high-quality development in cities at the prefecture level and above through certification, accreditation, inspection, and testing, which reflects comprehensively, objectively, and effectively the structure, benefits, and high-quality development potential of economic growth, serving as a "barometer" for the high-quality development of the economy and society. 

China National Accreditation Service for Conformity Assessment(CNAS) released the achievements of high-quality development in accreditation services. China Certification and Accreditation Association and TIC Council jointly issued the Initiative "Compliance Establishes the Foundation, Cooperation Shapes the Future". At the conference, several agreements were signed, including MoU among Market Regulation Agencies of Beijing-Tianjin-Hebei, Northeast Provinces & Yangtze River Delta on Joint-Action Mechanism of CCC Exemption, Cooperation Agreements among Conformity Assessment Bodies and Enterprises to Support High Quality Development of Xiong’an New Area, and Cooperation Agreement between Chengde Saihanba Ecological Development Group and Certification Bodies on Low Carbon Development. During the conference, there were also specialized discussions on new trends in accreditation development, digital transformation and innovative development of conformity assessment, as well as their role in supporting the construction of future cities.

Representatives from relevant ministries, internal departments and affiliated entities of SAMR, bureaus of the Hebei Provincial Government, local market regulatory authorities, embassies in China, international organizations, and inspection bodies, testing labs, and certification bodies and enterprises attended the event.
