Debra Fossum envisions and designs a world that begs the question, “what would happen if Christians vanished from this world?” In the world of “Who Were They?” an inexplicable event suddenly renders the world devoid of all Christians. The Christians are successfully removed by “them,” and it is up to one person to determine how they were taken.
Carter was assigned to find out how a group of people can disappear. If he can determine how to do this, the Reformers may use this information to their advantage and make other undesirable groups disappear. As his search for answers continues, a solar flare hits the earth and knocks out the power grid, effectively shutting his world down.
The world devolves into mayhem shortly afterward, with the population battling against food shortages and violence. The people have regressed to savagery, losing their morality, forgiveness, and hope. However, Carter comes across James, who offers him respite in the form of an idea. James tells him that it is not a matter of how but who. Carter struggles to obtain the answers he seeks, and the government is no help, only providing empty promises of “Don't worry, we'll take care of you.”
Out of answers and ways out, James tells Carter something terrifying: the Christians vanishing and the power grid shutting down are connected.
